The practical and pricipled alternative you called for could be called "pull out and pay". Pull out the occupation troops and divert the money formerly used to maintain the occupation towards paying for the rebuilding the country. The money for rebuilding should be considered reparations, not charity. Elections, however imperfect, should be held immediately The only strings attached to the money for reparations should be that they are controlled by an elected Iraqi governmnet. The UN should approve forces to help Iraq with security if, and only if, they are requested by the elected government. It is very unlikely an elected Iraqi government would want the UN to supply any troops from the US or UK.
